The S.P.E.C.T.R.E. Number 1 assigns the S.P.E.C.T.R.E. Number 3, Rosa Klebb, an ex S.M.E.R.S.H. operative before defecting from Russia, and the S.P.E.C.T.R.E. Number 5 and expert planner Kronsteen to plot a scheme to steal the Russian's Lektor decoder and revenge on James Bond for killing Dr. No. Rosa Klebb recruits the S.P.E.C.T.R.E. assassin Grant and lures the naive and loyal Russian Corporal State Security Tatiana Romanova, who works at the Soviet consulate in Istanbul and believes that Rosa Klebb still works for S.M.E.R.S.H. Meanwhile, M summons James Bond and tells him that Tatiana wants to defect to London and has offered the Lektor as part of the bargain. However, she wants to go to England with Bond. Bond and M suspect that it might be a trap, but Bond sees Tatiana's photo and decides to go to Istanbul, where he has the support of the local operative Kerim Bey. He meets Tatiana and they plot a plan to steal the Lektor and return to London. But they do not know that they are actually pawns in the scheme plotted by S.P.E.C.T.R.E.

When two colleagues of James Bond are murdered, James follows the widow of a double agent who has been killed, and a confrontation ensues. The double agent is part of S.P.E.C.T.R.E., and the organization's meeting in a secret lair in Paris regrets the agent's death as it deals with new criminal business. Emilio Largo, a ruthless and flamboyant one-eyed enforcer, has hatched a scheme against the North Atlantic Treaty powers that begins at a rehabilitation clinic near a Royal Air Force airbase. Scheduled to pilot an R.A.F. Vulcan strategic bomber on a normal "fail-safe" flight is Francois Derval, who is having a passionate affair with the magnificently endowed beauty Fiona Volpe, an affair that S.P.E.C.T.R.E. exploits. Soon, the Vulcan and its warload of two nuclear bombs has been hijacked, the bombs seized by Largo, for use in S.P.E.C.T.R.E.'s most audacious extortion scheme yet. James Bond, however, finds a key clue in the sister of Francois Derval, Dominique "Domino" Derval, a beautiful young woman who is a passionate scuba diver living in Nassau, The Bahamas. When James investigates Domino, he comes into contact with a S.P.E.C.T.R.E. operation on the island, and he gets help from H.M.S.S.' man in Nassau, Pinder, and an old C.I.A. chum, Felix Leiter. But when James and Felix find out what S.P.E.C.T.R.E. is up to, it may be too late to save a major U.S. coastal city from nuclear annihilation.

An unofficial and secret cooperative of the heads of British/French/American/Soviet intelligence try to persuade the original Sir James Bond 007 - known to be the greatest spy in history - to come out of retirement to work on a specific case: discover and stop the unknown forces that are murdering their collective agents. The womanizer who took over Sir James' name and number - who Sir James detests as sullying that good name and number by relying too much on gadgetry to get the work done - has moved onto other things, and Sir James' nebbish nephew Jimmy Bond has proved to be a disappointment as a spy and a man, and thus are not candidates for the job. Sir James politely declines, until a specific incident not only brings him out of retirement, but places him in the top job at MI6. Sir James eventually learns that it is SMERSH who is behind the murders. As such, Sir James amasses a team of agents all who are to named James Bond 007 - even the women - to confuse SMERSH. Among the ranks of new James Bond 007's, each who his or own specific duty, are: Coop, who is irresistible to women but will be trained to deny those feelings in return, as it has been proved that the demise of most of the agents was due to falling prey to sex; the Detainer, a newly devised secret weapon in a truly feminine form; wealthy Vesper Lynd, a former agent whose main role is to be the recruiter and handler for the next Bond on the list; Evelyn Tremble, a baccarat master, who will challenge SMERSH's financial agent, Le Chiffre, to a game at Casino Royale, this the primary means SMERSH is financed; and Mata Bond, Sir James and Mata Hara's illegitimate daughter, a dancer who will infiltrate an au pair service in East Berlin known to be a front for SMERSH's training center for their young, female operatives. Even if all the James Bond 007's are able to carry out their roles successfully, Sir James and the team will still have to discover the mastermind within SMERSH and his/her specific motive for the agent murders.
